What gets into a repository, and who authorizes it? These are key collection policy decisions (quality control). Clearly all refereed journal and conference publications by members of the institution should be included, and also any theses produced for and examined for research higher degrees. But while you could stop there, there is value in thinking of a wider picture of research output, perhaps even extending to local or regional bodies that may occasionally produce research. This expands the institution’s role in the community to benefit to both parties.
The administering QA body might be the institution library (the most likely choice), or its IT services section, or a research office. Whichever it is, the section will require some guidelines on what to accept and what to reject.
